In the United States, housing demand has outpaced housing starts since 2017. Although housing starts have increased in the last three years, current new housing deliveries are 9% below the historical average. We are currently addressing this need by helping our clients build single family residential rental communities in Texas.

CASS BREWER | CEO and President
Cass Brewer is proud to carry on the legacy of quality building and craftsmanship passed on to him by his father, Charlie Brewer and playa a leading role in the expansion of Legacy MCS. A born entrepreneur, Cass has been launching and managing businesses since the age of 13. He has worked for a Fortune 100 corporation in its development divisions, been Vice President of the Texas Division of Centex Destination Properties, and managed projects for C.F. Jordan, Inc., a leading developer of multifamily housing.
Cass’ passion for sustainable building practices and innovative design concepts has been recognized throughout the state. His diverse experience in home building, renovations, and multifamily condo construction gives him the advantage of knowing the most efficient means of completing a project.
Cass holds a Bachelor of Science in Urban and Regional Planning from Texas State University. He is a Certified Energy Star Builder committed to the concept of high-quality green building.

Cass had a keen eye for building and a fascination for how things are constructed from the early age of seven years old. He is a third-generation construction professional and natural born entrepreneur who has always had a vision to create and build companies that elevate customers’ lifestyles, embrace the environments in which they are developed, and reduce the impact to the planet with sustainable and energy-efficient designs. He is a Certified Energy Star Builder committed to the concept of high-quality green building, and also serves on the Board of Directors for Lonestar Legacy, which has raised over $700,000 in the last decade to help Central Texas underprivileged youth.
In 2008, Cass founded the first of the family of Legacy companies and has since brought it to national attention. His passion for green building practices and innovative design concepts has since been recognized throughout the state according to Inc. 5000 Magazine, who just ranked Legacy number 888 on their 2021 list of “Fastest-Growing Private Companies in America.” The Isabella, one of Cass’ projects, received the Home Builders Association 2021 MAX Award for “Best Neighborhood” and “Best Detached Community,” and awarded “Neighborhood of the Year” for three years with The Reserve at Lake Travis.
Prior to starting his own business, Cass was Vice President of the Texas Division of Centex Destination Properties, and managed projects for C.F. Jordan, Inc., a leading developer of multifamily housing. He has a Bachelor of Science degree from Texas State University with an emphasis in Urban and Regional Planning.
Cass lives in Austin with his wife, Carrie, and their two teenage boys. His oldest son, Wells, is studying Urban and Regional Planning at Texas A&M, and takes pride in carrying on the family’s building legacy. In his spare time, Cass enjoys outdoor activities such as hiking, fishing, skiing, and boating.

ANDREW BREWER | Chief Operating Officer
With a keen understanding of all forms of residential construction, Brewer brings years of experience and a proven track record as a Senior Project Manager in the multi-family industry. Brewer leads the charge in multi-family, hospitality and mixed-use projects.
Andy has successfully completed a multitude of project types including multi-family, mixed-use, senior living, affordable housing, condominiums, single family luxury residential communities, light commercial, high-end custom homes and residential remodels of all types. This wide experience and a family heritage of construction intensifies Brewer’s thorough understanding of construction documents, construction methodologies, product design and contract negotiations. He excels in pre-construction and development analysis, as well as coordinating the project team members and contractors.

Starting from scratch seven years ago, Andrew and partner Cass Brewer, built Legacy MCS from the ground up to where it is today. He hopes to continue to grow the company while maintaining core values focused on offering high-quality, energy-efficient innovative construction techniques that will create a legacy for their clients and future generations.
Prior to Legacy MCS, Andrew built on his construction experience with positions at Realtex Development, Affordable Housing Construction, C.F. Jordan, Inc., and Brewer Builders Inc. As a third-generation builder, construction is in Andrew’s blood. He enjoys seeing projects progress from start to finish and is most proud to watch a growing pipeline of past projects turn into new business opportunities.

CHARLES BREWER | Senior Advisor
During a storied career in residential construction, Charles Brewer has built homes and apartment communities all over Texas and the Southeastern United States.

Charles sets the bar high in an industry which includes not only his two sons Cass and Andrew, but also his brother Tom and nephew Chad Brewer. Their combined network of information, influence, and skills allows them to manage the growing challenges of contracting, development, and construction with great professionalism.
Cass and Carrie Brewer built Legacy DCS/MCS to serve Central Texas and other areas; Charles is proud and delighted to be a part of this new chapter in the Brewer legacy.

BRIAN LaROCCO | Chief Financial Officer
Mr. LaRocco has over 20 years of dedicated multifamily experience and is also well versed in real estate operations, finance and accounting matters and has held various positions throughout his career. Over his career, Mr. LaRocco has been involved in the acquisition, development and disposition of over 150 multifamily projects in excess of $5 billion in transaction size,representing over 50,000 aggregate units and portfolio transactions ranging in size from $100 to $500 million. Prior to his real estate positions, Mr. LaRocco spent five years in public
accounting and held Senior Auditor roles with KPMG and Arthur Andersen.
Mr. LaRocco received his Bachelor of Science degree in Accounting from Mount Saint Mary College and his Master of Business Administration degree with concentration in Finance from
Quinnipiac University.

Prior to joining Legacy, he was the CFO for 7 years for an $850 million publicly traded HVAC distributor. Jack brings extensive experience in financial modeling and deal analysis, as well as a strong attention to internal controls, cash flow management, and safeguarding of assets.
Jack’s addition strengthens Legacy’ fiduciary experience, acumen, and discipline needed to grow the company to the next level for all our stakeholders.

GREGORY COLE | Director of Construction
Greg has worked in the construction industry since 2004 after graduation from Texas A&M University, where he served in the Corps. Prior to joining the Legacy MCS team he started his career in single family homes at Pulte Homes in San Antonio before transitioning to Multi Family builds with Greystar in the Austin and Houston area. Greg has experience working on projects ranging from garden style apartment complexes to mid-rise/mixed use apartments.
